German terms in plain English

Understand the words used by German immigration authorities.

The German term is retained because it appears on forms and official documents. The meaning in an individual case can still require legal assessment.

Aufenthaltstitel — residence title

Umbrella term for statutory permissions to stay, including an Aufenthaltserlaubnis, EU Blue Card and settlement permit. A visa is also a residence title but often primarily serves entry.

Aufenthaltserlaubnis — temporary residence permit

A time-limited permit for a defined purpose such as employment, study or family life. Purpose, validity and supplementary conditions must be read together.

Blaue Karte EU — EU Blue Card

A residence title for certain highly qualified employees. Qualification, position and the applicable salary threshold must fit.

Fiktionsbescheinigung — certificate of fictional effect

Evidence issued by the authority concerning a statutory effect of a timely application. The rights to stay, work and travel depend on the underlying legal effect and previous status.

LEA — Berlin Immigration Office

Landesamt für Einwanderung, the authority responsible for many immigration and citizenship procedures in Berlin.

Nebenbestimmung / Zusatzblatt — supplementary condition

Additional conditions attached to a residence title, particularly concerning employment. The supplementary sheet should always be checked with the residence card.

Niederlassungserlaubnis — settlement permit

An unlimited residence title. Requirements and qualifying periods differ significantly depending on the previous title.

Verpflichtungserklärung — formal declaration of commitment

A formal undertaking to cover certain costs of another person's stay. Its scope and duration should be understood before signing.

Zweckwechsel — change of purpose

A move from one residence purpose to another, such as study to employment. Whether it can be completed from within Germany depends on the current title and new purpose.
